There is no New York Ave in Arlington VA, though there is one just across the Potomac River in Washington DC. However, given that the band's house in Harrisonburg, VA was on New York Ave and that the band lived in Harrisonburg at that time, I think it's safe to say this is the true location. Interestingly, in 1976 the band supposedly had a house in Arlington VA on Kenmore St. So, if the 1974 date is wrong, it could still be Arlington, though this sounds like it's from an earlier period of their career than 1976. This track was a bonus track on the "Gems + Germs" boot.
